wire in fusebox???

Went to do the diagnostic today, opened up the fusebox and there is a wire pluged in two small holes before the fuse 1.
I've never seen this, was there when I bought the car I presume.
Should it be there or somebody just tried to solve a problem using ad hoc methods?

Sounds like someone might have replaced a troublesome fuse with a wire link.  :o

Will post a pic later today, don't have it right now, but the wire is before the fuses (on the left).
And in the manual of the car nothing is mentioned to be here
